The 28 per cent drop was greater than the 7 per cent fall in total employment in construction, according to data collected by the Construction Products Association.

Monika Slowikowska, director of London-based residential contractor Golden Houses, told Construction News that, since January 2020, her staff numbers have dropped from 160 to 68 as people have left the country. She said some of her workers were intent on leaving the UK in 2020 before the end of the Brexit transition period, although the onset of the pandemic in March accelerated the process.

The exodus of EU-born workers has been greatest in London, where the decline was 30 per cent, from 76,000 to 53,000 in the period. The capital has historically had a greater proportion of foreign-born workers than other areas.

Slowikowska, who is originally from Poland, said that, since the Brexit transition period ended on 1 January, Polish-born workers in the UK have feared double taxation: once on their earnings in the UK and again in Poland. “When that became a reality, people decided to go back to Poland – even the ones who had mortgages here, children at school and a pretty settled life,” Slowikowska said.

The latest figures from the CPA do not cover the period since the start of the year.

Stuart Sanderson, marketing manager at construction payroll specialist Hudson Contracts, said, anecdotally, his company had not found clients complaining of lack of workers due to post-Brexit immigration rules. However, in recent weeks there has been some difficulty for workers returning to the UK after being away for Christmas. “We know that there were trades people struggling to return after Christmas because of a number of reasons – [such as] with COVID, which [includes] flights, quarantine and testing,” he said.

CPA economist Amandeep Bahra said the decline in EU-born workers has been an ongoing trend. “Over the past three years, the number of EU-born workers in the construction industry has declined sharply, by 56 per cent in London and 43 per cent across the UK,” she said.

The 28 per cent decline in EU-born workers over the past year has also been significantly greater than the 10 per cent fall seen for non-EU migrant workers.

Bahra warned the shortage could have an impact on construction output. “With construction activity due to recover from Q2 amid the rollout of coronavirus vaccines and the easing of lockdown restrictions, the industry’s long-standing problem of skill shortages is likely to get worse as large-scale projects within infrastructure gain traction alongside existing projects in other sectors such as private housing,” she said.

Slowikowska said she had changed her company’s strategy due to concerns about labour availability. “I consider it such a high-risk item that I’ve shifted to smaller and medium projects […] because that’s what we know we can handle.”

The number of European Union-born workers in the UK construction industry dropped by more than a quarter in 12 months.
