Board papers from the Liverpool University Hospitals NHS Foundation Trust show that the organisation expects to spend the cash this year, although it has not yet been approved by central government.<\/p>\n
Laing O\u2019Rourke is the main contractor on the project, having replaced Carillion. The facility was originally set to open in 2017, but a litany of defects<\/a> were found on the nearly completed building after the original contractor went under in 2018.<\/p>\n According to the trust, a \u00a3108m business plan for the building programme in this financial year was approved by the NHS and Department of Health and Social Care in January, but it is still awaiting sign-off by the Treasury six months later.<\/p>\n The papers said: \u201cThe trust has been verbally notified that Treasury has reviewed and supported the case, formal confirmation is expected shortly. The approved allocation [\u2026] in 2021\/22 is expected to be in line with the \u00a3108.1m set out in the business case and the draft programme.\u201d<\/p>\n The National Audit Office said last year<\/a> that the facility was predicted to cost a total of \u00a31.1bn to build and run compared with the original estimate of \u00a3746m. The cost of completing the unfinished construction was put at \u00a3293m. Its latest announced opening date is spring 2022.<\/p>\n The trust also noted that there are about \u00a324m-worth of risks in the programme for this financial year that are currently \u201cbeing assessed and managed\u201d, although it did not specify what these are.<\/p>\n Despite the level of risk, the papers said \u201cgood progress\u201d was being made on the project. It added: \u201cThere remained some outstanding design issues to work through however these were not expected to affect the completion date.\u201d<\/p>\n A spokesman for Laing O\u2019Rourke said it could not comment on the issue and referred Construction News<\/em> to the Liverpool University Hospitals NHS Foundation Trust.<\/p>\n A spokesperson for the trust said: “Construction work on the new Royal Liverpool University Hospital project has continued throughout the COVID-19 pandemic to ensure the project continues to progress towards the planned construction completion in spring 2022.”<\/p>\n The Treasury has also been contacted for comment.<\/p>\n The Royal Liverpool Hospital building programme is expected to cost \u00a3108m in this financial year, it has emerged.
