The estimated bill has been heading ever upwards, from \u00a33.5bn\u00a0 in 2015 to \u00a313bn in 2022. Even before the RAAC crisis hit, schools were contending with an \u00a311.4bn repairs backlog. Capital investment in the estate only began rising in 2022\/23 after a 46 per cent real-terms fall since 2009\/10.<\/p>\n<p class=\"p3\">No one is any the wiser about how much it will cost to fix RAAC as it is found in more and more schools. What\u2019s more certain is that the issue will be a battleground in the next election. Labour\u2019s shadow chancellor Rachel Reeves has already nailed her colours to the mast by accusing the government of letting \u201cschool roofs crumble\u201d. The government-backed battery factory, unveiled last July, is expected to begin production in 2026.<\/p>\n<p class=\"p3\">Wates has also predicted a positive outlook for the market after completing \u00a3100m of work on a Sunderland gigafactory (pictured) for client AESC. Wates chief executive Eoghan O\u2019Lionaird said the firm hopes to win more work from AESC, which plans to triple its production capacity in the UK.<\/p>\n<p class=\"p3\">On a less positive note, the rescue of collapsed car-battery firm Britishvolt remains in trouble. Recharge Industries, the Australian firm that pledged to buy the company, had still not made the final payment on its proposed \u00a38.6m buyout deal last August, according to a progress report that month by administrator EY. The payment had been due on 5 April and remained unpaid at the time of writing.<\/p>\n<div class=\"factfile\">\n<h3 class=\"p1\">Road programmes<\/h3>\n<p><img loading=\"lazy\" class=\"aligncenter size-full wp-image-381915\" src=\"https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2019\/03\/Smart-motorways_3.jpg\" alt=\"Smart motorways 3\" width=\"1024\" height=\"683\" srcset=\"https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2019\/03\/Smart-motorways_3.jpg 1024w, https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2019\/03\/Smart-motorways_3-300x200.jpg 300w, https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2019\/03\/Smart-motorways_3-768x512.jpg 768w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<p class=\"p2\">There could be a major change in investment in England\u2019s highways this year if a proposed switch in focus towards urgent repair of the ageing motorway network goes ahead. The shift was signalled last May by the <i>Strategic Road Network Initial Report<\/i> by National Highways.<\/p>\n<p class=\"p3\">The report was published a month after the government cancelled plans for 15 smart motorways because of cost pressures and poor public confidence. The Department for Transport\u2019s revised investment blueprint, due for publication this year, will be known as Road Investment Strategy 3 (RIS3), covering 2025 to 2030.
