{"id":500140,"date":"2024-05-31T12:45:35","date_gmt":"2024-05-31T11:45:35","guid":{"rendered":"https:\/\/www.constructionnews.co.uk\/?p=500140"},"modified":"2024-05-30T17:14:38","modified_gmt":"2024-05-30T16:14:38","slug":"carillion-collapse-left-council-with-13-5m-defects-bill","status":"publish","type":"post","link":"https:\/\/www.constructionnews.co.uk\/contractors\/carillion\/carillion-collapse-left-council-with-13-5m-defects-bill-31-05-2024\/","title":{"rendered":"Carillion collapse left council with \u00a313.5m defects bill"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Oxfordshire County Council has had to spend more than \u00a313m on fixing defects in buildings once worked on by Carillion.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The council found problems with dozens of schools that required remediation in the years following the company\u2019s collapse, the <\/span><a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/clee4x5wv1xo\"><span style=\"font-weight: 400;\">BBC<\/span><\/a><span style=\"font-weight: 400;\"> reported yesterday.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Carillion was the UK\u2019s second-biggest contractor by turnover when it went under at the start of 2018, causing financial problems for multiple local authorities and subcontractors.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After the business folded, the council spent \u00a313.5m on remediating 24 schools, the main fire station in Thame, and Didcot\u2019s park-and-ride facility.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Carillion and the council had entered into a 10-year contracting deal in 2012, which included school building work and council building maintenance, as well as the provision of school meals. In total, the agreement covered 600 projects valued at around \u00a3148m.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The two parties had already agreed to end the contract early when Carillion went under, after which the council recommissioned the uncompleted work.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Following Carillion\u2019s downfall, the council<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/contractors\/carillion\/council-uncovers-major-carillion-failings-on-123m-deal-09-11-2018\/\"> <span style=\"font-weight: 400;\">launched an audit of services provided by the contractor<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Surveys conducted as part of the audit identified a range of issues, including missing contract certification, building control certification, health and safety manuals, and operational maintenance manuals, as well as unsatisfactory fire strategies and unfulfilled planning conditions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Carillion\u2019s collapse prompted a wave of investigations into how it covered up its struggles in the lead-up to its demise, prompting the introduction of<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/financial\/new-director-code-of-conduct-inspired-by-carillion-collapse-30-10-2023\/\"> <span style=\"font-weight: 400;\">a new code of conduct for company directors<\/span><\/a><span style=\"font-weight: 400;\"> last year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The collapse also delayed<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/government\/governments-20bn-hospital-pledge-on-shaky-ground-amid-funding-delays-17-05-2024\/\"> <span style=\"font-weight: 400;\">substantial development projects<\/span><\/a><span style=\"font-weight: 400;\"> at hospitals in Liverpool and the Midlands.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Last year, former Carillion chief executive Richard Howson was<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/contractors\/carillion\/former-carillion-boss-handed-director-ban-05-10-2023\/\"> <span style=\"font-weight: 400;\">banned from being a director for eight years<\/span><\/a><span style=\"font-weight: 400;\">, shortly after the Financial Conduct Authority<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/contractors\/carillion\/former-carillion-bosses-facing-870000-fines-over-misleadingly-positive-accounts-28-07-2022\/\"> <span style=\"font-weight: 400;\">fined him \u00a3397,800 for \u201crecklessly\u201d publishing<\/span><\/a><span style=\"font-weight: 400;\"> misleading accounts.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It also issued fines to two other former directors, and said it would have fined Carillion \u00a337.8m had it not been in liquidation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Carillion\u2019s former auditor, KPMG, was last year <\/span><a href=\"https:\/\/www.constructionnews.co.uk\/financial\/kpmg-hit-with-21m-fine-over-faulty-carillion-audit-12-10-2023\/\"><span style=\"font-weight: 400;\">landed with a \u00a321m fine for its faulty<\/span><\/a><span style=\"font-weight: 400;\"> auditing of the firm.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Oxfordshire County Council has had to spend more than \u00a313m on fixing defects in buildings once worked on by Carillion.
