{"id":510739,"date":"2024-12-09T12:00:39","date_gmt":"2024-12-09T12:00:39","guid":{"rendered":"https:\/\/www.constructionnews.co.uk\/?p=510739"},"modified":"2024-12-09T09:51:55","modified_gmt":"2024-12-09T09:51:55","slug":"ni-rise-expected-to-push-construction-costs-up-by-1-per-cent","status":"publish","type":"post","link":"https:\/\/www.constructionnews.co.uk\/government\/ni-rise-expected-to-push-construction-costs-up-by-1-per-cent-09-12-2024\/","title":{"rendered":"NI rise expected to push construction costs up by 1 per cent"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Construction costs will rise by up to 1 per cent due to the increase in National Insurance employer contributions in April next year, according to consultancy Arcadis.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The hike in the rate at which contributions are paid \u2013 from 13.8 per cent to 15 per cent \u2013 will come alongside a fall in the threshold at which employers start paying NI on an employee\u2019s salary, from \u00a39,100 to \u00a35,000, as announced in chancellor Rachel Reeves\u2019 Autumn Budget.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Arcadis\u2019 UK Construction Market View for winter 2024 predicts that the changes will add between 0.75 per cent and 1 per cent to construction costs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The timeframe and extent of the impact on particular projects depends on existing contracts and market conditions, the consultancy notes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Increased NI rates could also incentivise firms to hire self-employed rather than permanent staff because companies do not have to pay their contributions, it adds. While the level of self-employment has fallen by 35 per cent since 2019, the different tax treatment could prompt this trend to reverse.<\/span><\/p>\n<p><a href=\"https:\/\/www.constructionnews.co.uk\/supply-chain\/a-slap-in-the-face-contractors-blast-upcoming-ni-changes-27-11-2024\/\"><span style=\"font-weight: 400;\">Last month<\/span><\/a><span style=\"font-weight: 400;\"> Glencar chief executive Eddie McGillycuddy criticised the NI increase as \u201cill-thought-out\u201d, and<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/supply-chain\/a-slap-in-the-face-contractors-blast-upcoming-ni-changes-27-11-2024\/\"> <span style=\"font-weight: 400;\">Seddon\u2019s Nicola Hodkinson told <\/span><i><span style=\"font-weight: 400;\">Construction News<\/span><\/i><span style=\"font-weight: 400;\"> it was a \u201cslap in the face\u201d<\/span><\/a><span style=\"font-weight: 400;\"> for those who employ direct labour. Plant-hire trade bodies<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/supply-chain\/inheritance-tax-changes-spell-death-of-the-plant-hire-industry-15-11-2024\/\"> <span style=\"font-weight: 400;\">also warned<\/span><\/a><span style=\"font-weight: 400;\"> that changes to inheritance tax relief could kill their industry.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Meanwhile, although the impact of the 6.7 per cent increase to the National Living Wage will not be felt by contractors too much \u2013 as the average sector wage is around \u00a340,000 \u2013 it could push material prices up. <\/span><span style=\"font-weight: 400;\">But builders\u2019 merchants, whose workforces are paid less on average, could be exposed to higher labour costs and might choose to pass them on to the supply chain.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, the Autumn Budget was a net positive for the construction sector, according to the Arcadis report, largely due to the \u00a3100bn boost to capital spending, as well as the reversal of the \u201cimplausible and highly damaging cuts in planned investment spending announced by the previous government\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tender prices are predicted to rise by between 2.5 per cent and 4.5 per cent for buildings in 2025, and between 4 per cent and 7 per cent for infrastructure.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Arcadis market intelligence lead Ian Goodridge said: \u201cWhile the construction sector\u2019s fundamentals for growth are sound, the pace of recovery will be hindered by rising costs and diminished project viability on one side, and heightened risk aversion from clients and contractors on the other.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cDespite these challenges, significant opportunities lie in the expanding energy and water sectors, where investment programmes are gaining momentum. With a resilient supply chain and strategic focus, the sector is well-positioned to recover over the medium term.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">From 2025 onwards, the relative prospects for construction markets are likely to diverge further, the report suggests, with the housing market\u2019s slow recovery contrasting with the accelerating investments in energy and water infrastructure.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Building Safety Regulator\u2019s implementation of planning \u2018gateways\u2019 through which projects have to pass is a positive incentive to deliver safe housing, it says, but Arcadis warns that it is also causing the pipeline of high-density residential development to shrink \u201cat an alarming rate\u201d.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Construction costs will rise by up to 1 per cent due to the increase in National Insurance employer contributions in April next year, according to consultancy Arcadis.
