plans low on delayed regeneration scheme"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">A Wates joint venture (JV) has rejigged its approach to kickstarting a 1,380-home estate regeneration project in Essex after fire safety rules delayed progress on plans for tall buildings.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The contractor-developer, along with its JV partner Havering Council, is currently redesigning high-rise buildings on the Waterloo Estate regeneration project in Romford \u2013 which was originally given permission four years ago \u2013 to incorporate second staircases.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With the redesigned buildings not set to be submitted to the regulator until near the end of this year, the JV is planning two new lower-rise schemes to get the development going.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Second staircases are<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/buildings\/building-safety\/second-staircase-guidance-emerges-with-lift-shaft-advice-02-04-2024\/\"> <span style=\"font-weight: 400;\">mandatory in all new English residential buildings over 18 metres in height<\/span><\/a><span style=\"font-weight: 400;\">, effective from 30 September next year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Last month,<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/contractors\/wates\/\"> <span style=\"font-weight: 400;\">Wates<\/span><\/a><span style=\"font-weight: 400;\"> submitted \u201cmeanwhile\u201d temporary-use plans for 18 modular homes on land that is earmarked for the planned final phase of the scheme.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is also preparing a detailed application for 109 affordable homes in lower-rise buildings \u2013 originally planned for later phases of the scheme \u2013 that received outline permission in 2021.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The modular homes are expected to be relocated to other areas of the borough in around 2032 when the final phase of the scheme is delivered, the council said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The forthcoming planning application for permanent homes will provide 66 classed as social housing (London affordable rent) and 43 as shared ownership.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Wates revised its approach to delivery after the scheme was<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/contractors\/wates\/wates-halts-1-5bn-london-high-rise-project-over-second-staircase-rule-10-05-2023\/\"> <span style=\"font-weight: 400;\">paused in 2023<\/span><\/a><span style=\"font-weight: 400;\"> due to uncertainty over rules relating to the provision of second staircases in tall buildings.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Havering councillor David Taylor told <\/span><i><span style=\"font-weight: 400;\">Construction News <\/span><\/i><span style=\"font-weight: 400;\">that the council and Wates had been \u201ctoo slow\u201d to bring forward revised plans.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt would be nice if they had thought about that a bit earlier on because those blocks would be near completion by now,\u201d he said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI think the council and Wates have been too slow and have missed opportunities as well.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It has now become a very \u201cexpensive delay\u201d, he added.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Taylor cited the announcement in January that the council had been forced to overspend its budget for temporary accommodation by \u00a36m, and also noted the council\u2019s recent successful application for a loan of \u00a388m to balance its books.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, in a statement provided to <\/span><i><span style=\"font-weight: 400;\">CN<\/span><\/i><span style=\"font-weight: 400;\">, councillor Graham Williamson, Havering\u2019s cabinet lead for development and regeneration, said: \u201cThere were a number of factors that contributed to the decision-making around when to bring forward blocks 9 and 10, including building safety regulations, inflation, etc.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe\u2019re satisfied that we have achieved this as quickly and efficiently as we can.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Earlier this month, Construction Leadership Council co-chair Mark Reynolds said delays in approving higher-risk buildings, as well as delays in the planning system and around nutrient neutrality, were<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/tech\/offsite-mmc\/bitten-councils-abandon-mmc-after-cost-and-quality-problems-05-03-2025\/\"> <span style=\"font-weight: 400;\">causing particular problems for construction companies<\/span><\/a><span style=\"font-weight: 400;\"> in the housing sector.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In January, the Building Safety Regulator (BSR) admitted that it had only allowed<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/buildings\/building-safety\/just-two-new-hrbs-approved-under-new-building-safety-regime-29-01-2025\/\"> <span style=\"font-weight: 400;\">construction to start on two out of 130 higher-risk<\/span><\/a> <span style=\"font-weight: 400;\">buildings (HRBs) so far.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Philip White, the head of the BSR, told MPs yesterday (18 March) that there were<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/buildings\/building-safety\/regulator-hightlights-serious-failings-on-higher-risk-building-applications-18-03-2025\/\"> <span style=\"font-weight: 400;\">\u201cquite serious failings\u201d in applications for gateway-two HRB approvals<\/span><\/a><span style=\"font-weight: 400;\">, which are required under the Building Safety Act.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">White added that the BSR was \u201chaving to reject nearly 70 per cent of building-control applications for gateway two\u201d, adding that \u201cnearly 40 per cent of applications have to be invalidated before they are even assessed, which shows the industry can\u2019t get its head around providing the most basic
