By the way, I’m going to use this ‘nearly a billion’ [phrase] many, many times in this presentation.”

Balfour Beatty’s order book expanded by 12 per cent to £18.4bn in 2024. Quinn attributed this to judicious contract selection and strategic discipline. “Our head of plant and fleet told me the other day, ‘I’ve never been this busy mobilising sites’,” he said.

Amid all the the celebratory rhetoric, Quinn provided investors with some interesting pointers areas that the business is targeting for further growth – as well as some potential hurdles to overcome.

Defence is a key area of interest for the UK’s biggest contractor, as European NATO member states seek to increase military spending to counter the twin threats of Russian expansionism and US isolationism under President Donald Trump.

Quinn said the firm is focusing on four defence clients: the Defence Infrastructure Organisation within the Ministry of Defence; Babcock (operator of the Royal Navy’s refit and maintenance facility at Devonport); the Atomic Weapons Establishment (AWE) at Aldermaston; and Rolls-Royce at Derby.

Quinn said Balfour Beatty is working on a £300m science building for AWE, and in Derby the contractor is on a £700m job expanding a nuclear submarine reactor factory.

He also identified a market of “conservatively two or three” billion pounds for the processing of fissile nuclear material. “We’re ideally placed by being on site with those customers [AWE and Rolls-Royce] to expand our footprint into those areas,” Quinn said.

He highlighted power transmission as another driver of future growth. “National Grid are going to build five times more transmission in the next five years than in the past 30,” he said. “We’re the largest supplier of transmission [infrastructure], and we’ve positioned ourselves perfectly to capitalise on this wave of investment.”

Balfour Beatty is benefiting from early contractor involvement in its projects. “I’m actually on site, mobilising, doing design, doing ecology—effectively de-risking all of these jobs before we enter into a formal contract,” Quinn explained. This marks a shift from traditional fixed-price bidding, which he described as “win one in three”.

The firm must address macroeconomic challenges, including US steel tariffs imposed under the Trump administration. “We’re focused on managing the tariff situation carefully, ensuring risks are passed down the supply chain,” he noted.

Quinn added that “we need to be careful because we carry a big backlog, and it all goes into the subcontractor base” – but if a subcontractor goes bust, “that liability then comes back to us”.

He said the firm was managing the tariff situation “very, very carefully to ensure our subcontractors are bonded and secured [as a backup plan]”, thereby decreasing the potential knock-on risk to Balfour Beatty.

The firm’s 2024 accounts include an £83m building safety charge. Echoing the results announcement earlier the same day, Quinn said: “At this stage, our estimates do not include potential cash recoveries from third parties, which we continue to review.”

Balfour Beatty also took a knock in its infrastructure investments last year, following the cancellation in the first half of 2024 of an unnamed student accommodation project where it was the preferred bidder.

“As a result we have written off the capitalised costs associated with the work on the project,” Quinn said.

Despite this issue, he said the firm “remains focused on UK student accommodation with projects such as a £200m scheme at Sussex University.

Reflecting on Balfour Beatty’s turnaround since he took the helm in 2014, Quinn (pictured) recalled: “Back then, our cashflow was minus $1bn. We had 89 distressed projects—closer to 110 when we got through them all—and we had eight profit warnings. We were in a pretty dire state.”

In contrast, he said last week that he is optimistic about the future for Balfour Beatty with a growing order backlog, improving margins, and strong market demand. “We’re returning cash to shareholders at record levels,” Quinn added.

With Quinn stepping down later this year, he expressed confidence in his successor, Philip Hoare. “Absolutely fabulous guy—much nicer than me,” he quipped. “[He’s] very well qualified, with 35 years in the industry… I think we’ve got a leader who can take the business to the next level.”

Speaking to analysts after Balfour Beatty announced its latest full-year financial results on 12 March, Leo Quinn was in buoyant mood.
