{"id":516587,"date":"2025-03-18T12:12:49","date_gmt":"2025-03-18T12:12:49","guid":{"rendered":"https:\/\/www.constructionnews.co.uk\/?p=516587"},"modified":"2025-03-19T11:04:21","modified_gmt":"2025-03-19T11:04:21","slug":"citb-aims-to-raise-threshold-for-levy-exemption","status":"publish","type":"post","link":"https:\/\/www.constructionnews.co.uk\/skills\/citb-aims-to-raise-threshold-for-levy-exemption-18-03-2025\/","title":{"rendered":"CITB aims to raise threshold for levy exemption"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The Construction Industry Training Board (CITB) has revealed proposed changes to its levy, which include raising the threshold at which firms pay the charge.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Under the plans for 2026-29, which went out to the construction sector for consultation yesterday (17 March), companies that have a total wage bill of less than \u00a3150,000 will be exempt from the levy.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Currently, the threshold is less than \u00a3135,000.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The CITB is also proposing that firms with a monthly wage bill of between \u00a3150,000 and \u00a3499,999 pay 50 per cent less. At present, companies with a bill of \u00a3135,000 to \u00a3449,999 are eligible for the discount.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, the training board proposes to leave the full headline rates unchanged. This means businesses would still be charged at 0.35 per cent of all payments to direct employees and 1.25 per cent to subcontractors.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As part of the CITB\u2019s so-called \u201cconsensus\u201d process, employers that would be affected by the changes have until 9 May to respond.\u00a0<\/span><\/p>\n<p>&#8220;We\u2019re keen to gather levy-paying employers\u2019 views and agreement on our plans for generating the levy and the skills and training this will deliver to the industry,&#8221; a CITB spokesperson told\u00a0<em>Construction News<\/em>.<\/p>\n<p><span style=\"font-weight: 400;\">CITB chief executive Tim Balcon said: \u201cThe levy is designed to ensure that construction employers of all sizes feel supported with their skills and training needs.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The process, which normally takes place every three years, had been delayed pending a government-commissioned review of the CITB, which was finally published in January. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The report by Mark Farmer, author of an influential 2016 independent government review of the UK\u2019s construction labour model entitled <\/span><i><span style=\"font-weight: 400;\">Modernise or Die<\/span><\/i><span style=\"font-weight: 400;\">, concluded that the body was in need of a<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/skills\/fundamental-reset-required-as-citb-touted-for-merger-30-01-2025\/\"><span style=\"font-weight: 400;\"> \u201cfundamental reset\u201d and should merge with its engineering counterpart.<\/span><\/a><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A draft consultation on the latest levy took place last autumn but only 222 employers responded, which equated to about 0.3 per cent of CITB-registered firms. The body admitted the response rate was \u201cfar lower\u201d than originally anticipated.\u00a0<\/span><\/p>\n<p>The CITB spokesperson said: \u201cWhile the response rate to the draft levy proposals during consultation in 2024 was relatively low, this was largely due to there being little difference in the draft proposals compared to the previous levy period. Nonetheless, industry widely welcomed the increased thresholds for levy reduction and exemption criteria.&#8221;<\/p>\n<p><span style=\"font-weight: 400;\">Nicola Hodkinson, owner and director of contractor Seddon, told <\/span><i><span style=\"font-weight: 400;\">CN<\/span><\/i><span style=\"font-weight: 400;\">: \u201cThe proposed changes to exemption and reduction thresholds might look good on paper, but I\u2019d like to see the data on how many businesses this will actually affect in practice.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cFewer employers paying the levy doesn\u2019t mean much if the funds aren\u2019t being used effectively.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe CITB has been around for 60 years, but many in the industry still see it as a bureaucratic burden rather than a go-to resource for support.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe need more than just taking money out of the industry \u2013 real support is still yet to be seen.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Last month, the CITB also launched its<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/government\/citb-defies-farmer-to-maintain-apprenticeship-support-26-02-2025\/\"> <span style=\"font-weight: 400;\">latest strategic plan for 2025-29<\/span><\/a><span style=\"font-weight: 400;\">. It includes plans to retain its current level of support for apprenticeships, despite <\/span><a href=\"https:\/\/www.constructionnews.co.uk\/skills\/mark-farmer-on-why-construction-industry-training-board-reform-is-needed-30-01-2025\/\"><span style=\"font-weight: 400;\">Farmer\u2019s review<\/span><\/a><span style=\"font-weight: 400;\"> saying some levy money should be diverted.\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Construction Industry Training
