More positively, growth in detailed approvals both year-on-year and quarter-on-quarter provides a boost to the development pipeline.<\/strong><\/p>\n<h3>South East overview<\/h3>\n<p>Totalling \u00a33.03bn, work commencing on site in the South East during the three months to March climbed eight per cent against the preceding quarter to stand 21 per cent down on the previous year. Major project starts (\u00a3100m or more) decreased by three percent against the preceding quarter to stand 29 per cent down on the previous year to total \u00a3896m. Totalling \u00a32.13bn, underlying project starts (less than \u00a3100m in value) decreased 11 per cent against the preceding three months on a seasonally adjusted (SA) basis and slipped back 18 per cent against last year.<\/p>\n<p>Adding up to \u00a32.69bn, main contract awards in the South East fell 25 per cent quarter-on-quarter to stand 43 per cent lower than a year ago. Major contract awards, at \u00a3473m, decreased by two per cent against the previous three months and were 79 per cent down against last year\u2019s levels. Underlying contract awards declined 22 per cent (SA) against the preceding quarter and were nine per cent down on the previous year to total \u00a32.22bn.<\/p>\n<p>At \u00a313.62bn, detailed planning approvals in the South East jumped 196 per cent against the preceding quarter to stand 157 per cent up against the previous year. Major project approvals, totalling \u00a311.38bn, jumped more than 15 times on the preceding quarter to stand 440 per cent up against the previous year. Totalling \u00a32.24bn, underlying approvals slipped back 29 per cent (SA) against the preceding quarter to stand 30 per cent lower against the same period a year ago.<\/p>\n<h3>Sector analysis: project starts<\/h3>\n<p>Private housing accounted for the greatest share (29 per cent) of starts in the South East during the three months to March, with the value adding up to \u00a3888m, despite the value having decreased by 47 per cent against last year\u2019s levels. Accounting for eight per cent, offices also declined 10 per cent against last year to total \u00a3253m.<\/p>\n<p>In contrast, at \u00a3699m, industrial projects jumped 158 per cent to account for 23 per cent of starts in the region. Accounting for 77 per cent, activity in the sector was mainly driven by the approval of the \u00a310.2bn Lower Thames Crossing Tunnels and Approaches.<\/p>\n<p>In contrast, accounting for 11 per cent, private housing experienced a weak period, having decreased 15 per cent from a year ago to total \u00a31.56bn.
